It has to respect how Maps actually ranks: by the searcher's location. That means grid-based measurement (many points, not one), honest depth (tracking into the top 20, and admitting when a business doesn't appear), a report a client can read unaided, and pricing you can predict as keywords and locations grow. A tracker that returns one number per keyword is measuring a place on the map, not your visibility.
